The Hispanic Officers Advisory Committee provides advice and consultation to the Surgeon General on issues related to the professional practice and the personnel activities (Commissioned Corps and Civil Service) relating to Hispanic Americans.  The HOAC provides similar advisory assistance to the Minority Officers Liaison Council (MOLC) and, upon request, to the Agency and/or Program Heads of the Public Health Service (PHS) and to non-PHS programs that routinely use PHS personnel.

 
In carrying out its’ responsibilities, the HOAC operates in a staff capacity.  It does not substitute for line management, or in any way transgress the prerogatives of the operating programs.  While HOAC members are chosen from the respective PHS agencies and organizations, they neither represent agency management nor speak for the agency.  They are knowledgeable professionals from agencies and organizations staffed by PHS personnel who represent the interests, concerns, and responsibilities

Hispanic Heritage Month begins on September 15, the anniversary of independence for five Latin American countries-Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. In addition, Mexico declared its independence on September 16, and Chile on September 18.

COA Conference Volunteers Needed

The Commissioned Officers Association is seeking officers to assist with
volunteer tasks at the 2006 U.S. Public Health Service Professional
Conference, which will be held in Denver April 30-May 4. Your help will
enable COA to ensure a smooth-running conference for all attendees and
will not interfere with your ability to attend sessions. Below is a list of

Surgeon General's 5K Run/Walk:
Volunteers are needed before, during and after the Run/Walk to
assist with a variety of tasks, including helping participants get from
the hotel to the course and back, monitoring the race route, collecting
chips at the conclusion of the race, and assisting with setup and dismantling.

Volunteers are needed to assist speakers with their presentations and to
coordinate with the AV team if technical issues arise. Volunteers should
be familiar with presenting and using PowerPoint.

Traffic Flow:
Volunteers are needed to assist in the registration area and in meeting
rooms. In the registration area, volunteers will assist attendees in
finding the proper booth, finding and completing necessary forms, etc.
The registration area coordinator will provide a brief training session at
the start of your timeslot. In the meeting rooms, volunteers will assist
attendees in finding seats, ensure the prompt filling and clearing of
the rooms and assist staff as needed with other room issues.

sworn in as Assistant Secretary for Health and an Admiral in the USPHS by
Secretary Leavitt.  As the highest ranking officer in the Corps, ADM
Agwunobi will serve as the Secretary's primary advisor on matters
involving the Nation's public health.

We stand at the threshold of a transformed Commissioned Corps.  Hear in
